Long-term oil supply oil, supply, water

Below is a link to a US Dept. of Energy report that concerns the long-term oil supply. We also know of issues
concerning water supply as well. In fact the situation concerning water may be worse than the oil scenario.
What would make the most sense would be if a common organization could be formed to work on these problems.
The organization can accept ideas from many and a committee will evaluate the ideas and combine them appropriately. The inventor is provided with very current digital library and whatever other means necessary for research. Both the committee and the inventor base are very large. The ideas are submitted and combined just-in-time.

This seems to be the most effective way to research these areas of Alternative Energy and Water (AEW).
The organization, say the AEWO will offer any and all researchers and inventors the most current information available in their area of research and privatization and patent processes are eliminated in that they are unnecessary
processes in the goal of AEW which is to insure provision of water and derive new forms of energy that can
replace oil.
